I agree. It's not normal.. at all. I don't know what he was thinking when he did that and it's so gross that someone would have the audacity to even .. do it in daylight and TO A DOG for crying out loud.
If he is that young and already committing such horrible crime.. I say just keep him in jail because he'll probably end up in there again anyway. I have zero pity for him and zero tolerance for anyone who abuses other people and animals. Ughk. It makes me sick!
I wonder what his parents have to say about it.
