Chloe's 1lb 14oz and I use a "Lil' Pals" harness on her, they're made for puppies and tiny dogs.

The smallest one (10"-16" chest) JUST fits Chloe when it's pulled as tight as it can go. There's still a lot of wiggle room for her, but it can't fall off.

It's also cute lol & has a little daisy on it.
