I take him to PetSmart - as long as we are alone he's fine! I took him in a few weeks ago, a cute little 5 month old female Yorkie was there, he just about pulled me under the cart with him. He has warmed up to a little Shi Tzu our Hotel manager owns and brings in periodically. As long as they are in the Lobby (Tanner thinks its his place) he was fine, put him in an unfamiliar place forget it!
