We don't live in a very large town. Maybe the Sheriff's dept doesn't want the hassle. I DON'T KNOW!! I hope that this is something that the SPCA can get involved in. The reason the health department said that more than likely there won't be any charges brought is because the dogs would have to be autopsied. They didn't say anything more than thought. No one wants to pay to have the investigation done properly. Either way, leaving a dead dog laying there 3 days!!!
