I don't think it's necessarily a yorkie thing, the yorkies in my family have never had skin conditions.
Could be anything from the type of food that she's eating(she might have allergies to something in it) to bathing too often. Also, you might want to give her omega-3 and omega-6 essential fatty acids...You can give her something like the Missing Link or fish oil for the omega-3 fatty acids. That will help her skin and coat.
