No worries! I had a problem with Max on the leash to! At first he would lay down and not walk at all, like you said, but now he pulls to much wich we are correcting. Back to your problem! At first I put the leash on him in the house and let him walk with it on freely... meaning I didn't hold it at all. Then when he was comfy I picked up the other end and walked him to the backyard (or another familiar fenced area) and again let him run around free. Then we began taking walks around the yard, leading to opening the gate and walking around the house. After a lot of baby steps like this we made it down to the end of the street, around the block and now we go where ever we want.
If they get nervous and lag behind make a sound that you can use consitantly for encouragement because if you baby talk them while they are not cooperating they get mixed signals, try a kiss sound or a clicking of the tounge. Most importantly make sure you are relaxed because they feed off of your energy.
