The smallest size they make is XXS which fits my Chloe just fine and she has about a 9.5 inches in the chest, right about 3 lbs. These lifejackets are highy adjustable with velcro and safety buckle type closures (not sure what to call them), that also have a d-ring and the top handle. I'll take a picture of Chloe in the life jacket and post it.
