Yes, I have made for dogs that big. Use 4-5 inches of velcro length if you feel you need to and reinforce the d ring with extra layers of fabric. You can also make sure your liner is a nice quality thick liner,twill is great.
Also never use a fabric that is stretchy as in t shirts or fleece fabric hoodies for harnesses. They stretch and do not hold d rings or your dog in the outfit securely. It is terribly unsafe.
