 tell her
There is a dognapper loose in the area and you wanted to tell her bc you see her baby outside alone sometimes for long hours and you are afraid she will lose her baby! appeal to HER... if you dont you'll get shot down by her, she'll get defensive and probably defiant. I think if you tell her she could lose something of hers, it sounds more like you are helping her. Tell her about how 'hot' yorkies are right now and there is always a story on the news or online about them being stolen, from yards, cars, homes, etc... maybe she'll be more watchful of her baby!
