If she is 4.6 she sounds like she might be in between my XXS and XS, probobly a little closer to the XS. Do you have any way of measuring her chest? Thats the most important measurement. If you dont have a tape measure you can use a piece of string and loosely wrap it around her chest and then measure the string on a ruler.
