Be sure to use a harness and not a collar to protect his little neck. Then try to make walking fun. Walk places he wants to go. Maybe it's "outside." Or walk over to his favorite toy. Or walk next door to visit a neighbor dog. The goal is to get him to walk on a loose leash.
The tough part is getting them to stop pulling, but it's more important to get them comfortable on a leash before you worry about that.
Eddie is Mr. Independent, but I've walked him on a leash his entire life, and he doesn't mind at all.
Good luck.
