Actually, the 'banding' method is illegal here. I'm not sure if it applies in all areas of the country, but I know you can be arrested for animal cruelty here in Birmingham if you are caught practicing that method of docking.
My aunt worked for many years with a shelter in an area of town notorious for being overrun with Pit Bulls and they ran accross it all the time.
