Your baby's hair sounds alot like how my little Jake's has always been. His was just like Brooklyn's at that age. He's now 9 mos. old and his hair is much silkier now. His puppy hair is almost totally grown out now. He has gotten so much easier to groom these last couple months because that puppy hair really can mat easily! Now his hair never mats at all and is always silky, shiny and soft!
I'm sure Brooklyn's will keep changing too. She is adorable!!
