There is nothing wrong with making an offer. However, if you are bartering on the price of my pups, you probably won't even be considered for one. I will also add, it also depends on the breeder. Show/Breeders I wouldn't even consider it.

Never had it happen to me, since my pups always have preapproved homes, way before the breeding takes place and prespective new families know up front what they are worth and their fee is always paid for in advance of them taking their pup home.
