Penny does the same thing. She has always been a hard puller. We have to be particularly careful about the harnesses we select for her. The harness vests from GoFetch have worked well for her as well as a step-in that we found at Walmart. If it has been a long time since a walk, then we use the step-in because there are NO pieces that come across her neck whatsover. Everything is built around her chest and legs.
