I would tell him exactly why you won't sell to him. Who cares about hurting his feelings or anything, I'm sure he's not going to even care about his future dogs, so I wouldn't care about him. Definitly sounds like he will be a puppy mill.
When you do sell your pups, make sure to do a spay/nueter contract so they don't end up w/ anyone like him.
