The fact that they are letting the pups go at 8 weeks is a huge red flag. Most reputable breeders will not release the pups until 12 weeks. There are reasons for this...Do a search and you will see why...
Also, at 8 weeks, the breeder is trying to sell them before she has to spend very much money on them (ie. shots, more food, etc.)
She can't guarantee the size of the puppies, it's impossible to guarantee. And I really doubt that every single puppy will be between 2-3 lbs. Ask the size of the parents. If the mom of the puppies is 3lbs, or even anything under 5 lbs, that's a red flag. A 3-4lb dog should not be bred..It's too dangerous.
She should ask you questions also...She should be interested in your lifestyle, what kind of pets you currently have, etc. That shows that she cares about where her pups go and won't sell to just anyone. The ad says, "fully registered"...Do they mean AKC registered? AKC registered is the best registry, but doesn't mean that the pups are quality pups. You need to evalutuate the breeder yourself. See what kind of a vibe you get from her. But as far as the 8 weeks old...She should NOT be selling her pups that young. They should be with their mother and litter mates still...
