I agree with you 100%. If you cannot afford the proper care for your dog, you should not have one, IMO.

In any case, I think if what the law is attempting to do could be carried out the way it is designed, it would be wonderful. But in reality, there are far too many loop holes and people who just don't care. I doubt it will ever make any real impact.
