I'll have to agree that I am thoroughly offended when people use a service animal as an excuse to sneak their dogs in places. Having a true disability or condition is one thing and being morally irresponsible is another. One reason I feel so passionately about it is because my Lab (RIP) flunked out of school to be a therapy dog because she was too friendly. Not every Rex or Rufus is cut out to be a service animal.
Also, I'd like to add that laws can be interpreted differently by different people; this one is especially subjective.
