I'm not quite sure of my opinion on this bill yet, but for those worried about spaying/neutering our tiny yorkies so early, if you read the bill, it says that all you need to put off the surgery is a vet's note saying that the puppy/dog is too young/old, frail, ill, etc. So at least we have no worries there!
