They need to set limits on how many dogs your allowed to have and also how many breeding females. I suggest four breeding females at a time. This would shut down all the millers and byb. A law should be passed that prohibits dogs (and cats) from being caged outside in deplorable conditions. The problem with any bill of this nature is that there is no one to enforce it. For the politicians this all looks good for them. I read in our local newspaper (The Lompoc Record) where they are going to do a door to door search to check that each dog and cat has a license. And a hefty fine will be placed if you don't have all the tags. It's getting out of hand for sure. Not too many brains behind what's happening.
