How long have you had them? If it's only been a couple of days, it may be a little longer. You have to consider where he came from, did he have run of the house where he was? Did he have other siblings with him all the time? Although it is good you bought 2 pups at the same time, so that they can keep each other company, he still has to get used to being away from his litter mates and his yorkie mommy. Just hang in there, it'll get better. Definitely don't let him get the upper hand, he'll quickly learn that if he cries he will get what he wants.

I'm going through this right now with a 6 month old yorkie that was returned to me a few weeks ago. He was a pup that I sold to a family who would let him have what he wanted when he cried, so I am having to break him of it. Believe me it will get better, you just have to be consistent with him, he'll learn. Good Luck!
