He might need his anal glands expressed - this can be done by a groomer, or if you happen to be taking him to the vet.
Have you looked at his bottom? Any crusties or such? I use baby wipes if my guys have a crusty or something.
Give him a wipe and see if it helps. Otherwise, get him expressed.
