Try putting something he LOVES inside the kong... peanut butter maybe.. a biscuit! he'll work at it if he LOVES it! Mine do not like peanut butter (go figure) but they love cheese.. so I mush a 1/2 slice of american cheese in it... they won't leave it until ALL that cheese is gone!!! Good Luck
