Sounds like the same thing my dogs do. When I first got my yorkie, My chihuahua played that way to chloe. She still does sometimes. I think it is a dominance thing. Tinkerbell would even tries to take her butt and sit on chloe(they are both small, no one gets hurt
). I think my chihuahua is trying to show her whos boss. CHloe doesnt care
