I have never dealt with a situation like this. I hope everything works out for the best. If she is not strong enough to hold her dog back, then it is too big for her and she needs to find a home for him. And get a smaller, more convient dog for her. She may love that dog but she needs to understand if she can barely control him while they are outside, and has to keep him inside, she can't keep him.
