I would have a through discussing with the vet asking exactly why she wants to wait. Maybe the needle/tool they have is too big for your baby's size? If it's something along those lines I'd go somewhere else for the chip, so it's the most comfortable and appropriate for your pup.

My boy was chipped by his breeder within his first 2 months, so size and age doesn't seem like it should be an issue.
