What worked for me was buying a playpen. I would put a small dog dish in there with food and water, wee wee pads, a small bed and some toys. That way, if anyone couldn't watch the puppy she was nice and safe in there.
It helped with potty training through the night(until she was big enough to sleep in bed with me

and I didn't have to worry about her falling down steps or getting hurt. I wasn't sure how the wee wee pads would work with me housebreaking her but she's a year old and completely house trained. She scratches on the door to ask to go out(she was potty trained very early). I'd notice that if I left the house the wee wee pads were still dry so I'd take her outside as soon as I got home. Then slowly I started taking the pads away and she could hold it. I'd never be gone for long of course.
