For me it depends on the reason for the section. I have bred many after a section to have them free whelp with no future problems. Sometimes you can see the reason for the dystocia (whelping complication)..one large pup, uterine inertia, two stuck in the birth canal at the same time...I have had these things occur and when rebred they did not repeat and free whelped. Dogs recover well and a proper rest period is needed.
A ruptured uterus is not another story..spaying is done and that is that.
