Hey Shana,
Don't feel bad calling the police about this. If it makes you feel better, there's a back number you can porlly look up in the phone book for your local station and that way you don't have to call 911.

Or like someone else said, you could leave them a note. But I know that might be a little nerve racking running over there and dropping a note at their door. Maybe your husband could walk over there and say something? OR bring Penny with you, and just say, "could you please turn that down because my house is vibrating."
They aren't going to do anything to you, so don't be shy of that. The worst they could do is say 'no, mind your own business'.

I know it's tough cause you don't want to get into a battle with your neighbors, but, its your neighborhood too, and you deserve a little peace. Good luck!
