No it's not unheard of, not just in KY....but, is letting them go at such an early age beneficial for the pup (especially a toy breed)?

But, since I'm a member of the Mother Club I must follow a code of conduct/ethics. Puppies leaving the breeders possession will be a minimum of twelve weeks of age to facilitate adequate socialization as well as appropriate emotional and temperament development through interaction with siblings, dam and other dogs.

Pups must not and will not leave my home without a minimum of to innoculations.
