Well, that would depend on what age you are referring to when you say 'before 12 weeks...' Do you mean 10 weeks, or 6 weeks? Big difference there...
I say 10-12 weeks depending on the dog and the person. I let 2 go at 10 weeks before...both times because the persons getting the pups were able to make arrangments to take time off work to dedicate their time fully to the adjustment of the dog. I felt given the situation, 10 weeks with full attention was better than 12 weeks with less attention.
