This is very normal behavior.

She evidently does not know that it is wrong to pee in places other than the pad.

It takes time and vigilance to teach them.

Just because they use the pad does not mean that they know it is wrong to pee in other areas. and they may even be trained in the kitchen but not in the living room or bed room.

To them, every room is an entirely new world. It takes some time for them to make the connection that any place other than the pad is wrong.

You pretty much need to catch them in the act of going in various places and scare the them good, by yelling, clapping, stomping, shaking a can, blowing a horn, what ever, to let them know that they don't want to go in that spot again.

But then it's "OK I can't go there, but what about over here?" after you catch them and startle them enough times, they sort of get the idea, that the only safe place is on the pad.

Time and patience and a watchful eye. The bad part is they have to make mistakes before they learn. The good part is, the more frequently you catch them, they quicker they learn.
