If it were me, I would most definitely contact the breeder and see what he/she is willing to do.
As far as the price, I don't think it's out of line. It's actually another $1000 more up this way. Don't get me wrong...it's alot of money.
As far as looking for students to do the surgery..I wouldn't. It can be complicated and as I understand it, alot of the surgery is up to the discretion and opinion of the surgeon. I prefer one with years and tons of other surgeries under his belt.
