It's possible the dog is afraid of the water bowl itself or the location of the water bowl. All it takes with a puppy is one thing to cause a nervous reaction around something to make them afraid. Try moving the bowl or changing the type of bowl.
If the dog doesn't drink, she should go to the vet and get fluids.
