same thing happened to me at walmart with romeo. no one even knew he was in the bag until the lady behind me started talking to him!
BUT i have been in walmart early in the morning - before 6am - and i have seen people with their little dogs. i was in lowe's one day and a lady had her pug sitting in the front of the buggy in full view - no bag - and no one seemed to mind!
