This building is known for having a strict no pet policy ( cats and dogs ) however there are cats on every floor, I even saw a rabbit once ...
this guy is completely stupid for walking around in the common areas with his dog's head poking out of his jacket .
I will insist that since the day i moved in i was very discreet I always put royce in his bag when i leave the apartment and take him out once im ouside and i do the same thing when i come back to the building ...he doesn't bark and all my neigbors just love him ...if management want to go to the rental board and complain i will raise the point that royce does not bother anyone and he is always in his bag, plus there are cats everywhere in the building...
