It depends on where the matts are but I would try wetting the area and applying full strength human conditioner (a good thick one like pantene) and brush with a good slicker type brush (with the conditioner still on the coat). Keep the brush surface flat, don't tip it or you can scratch the dogs skin. (Practice on your forearm, you will see what I mean by tipping it) Don't use too much pressure just lots of quick strokes. Watch the skin so you don't cause an abrasion with the brush. You may even be able to just pick the matts apart with your fingers while the conditioner is there to make the hair slippery. Also if the hair is long enough you can just cut some length away and the matts will be easier to brush out. If you are dealing with tender areas like armpits or sanitary areas you would be better off shaving those areas because you will most likely scratch the dog with the brush.
