Well I personally put my hand up the a strange dog/puppy's nose so they can sniff me so I don't get bitten. Maybe that is what they are trying to do when they put their hand up to your baby's nose. That is what I was taught when I was young. So the dog can sniff you and feel you out before you touch them. Is this not a correct way to do it?
