I understand you want them to look at you and hold eye contact....but Gordon does anytime I give him any of the other commands.
The only thing I have used the command for is to take his picture....and he will look at me, and I hold the treat right above the camera.....he sits and watches me until I release him and give him the treat.

My 2yr old Yorkie has an issue at times when on leash and walking past another dog/person so I try and intercept this when I see someone walking towards us I will tell Cooper to sit, and then "Watch me", he is so intent on doing this that "generally" he will now ignore the person/dog walking by. Its a great command actually, plus its also a bonding thing as making that eye contact is great. Alot of the training I do is hand related and not necessarily voice related, so the watch me command must be down pat to go forward.
