Your baby is very young and probably confused about exactly what to do. My advice would be to be very patient, clean up her pee & poopy, and it won't be long until she can hold it longer and recognizes the paper or pad as her potty station.

Three months is very young to expect anything yet...just try to stay positive when you see good results. How long is your baby caged for? At this age they just cant hold it too long yet.
