First of all it doesn't hurt to be very watchful and concerned when they are tiny and young. Very young pups can take a sudden turn for the worse so keep an eye on her, better safe than sorry. I have talked to many people whem have lost new pups. Bottom line is to trust your gut feeling and if she isn't acting right , take her to the vet. On the other hand 1/4 cup is a lot of food for a young puppy. My adult dogs eat anywhere from 1/4 to 1/2 cup of dry kibble each day. Just make sure she acts healthy, is eating and drinking, peeing and pooping and is somewhat playful and alert. And remember that puppies do sleep alot too. If she acts lethargic..get her to the vet.
Everyone has given you great advice..but it doesn't hurt to listen to your gut feeling.
