Maggie looks adorable and the vest looks like it fits well. For a real test (make sure the velcro is done completely first), pick her up by the "D" ring. If the vest doesn't bunch much, then it really fits her. If there is lots of space on her spine area, or the neck moves upward toward the head or the botton of the vest moves upwards toward the chest, than it is too big.
