Default Allergies/Itchies

My yorkie, Bailey, has been itching for the past couple of years. Herscraching wasn't too bad, and she wasn't losing hair or anything, but she would develop bumps on the skin which we later found out was infection. Any time tis happens she needs antibiotis, usually Baytril, but eventually she'll just get it again. The diet recommended by the vet was d/d salmon and potatoe which she eats readily, but I don't really think it's doing anything for her itchies. The vet thinks it's environmental but I still am suspecting the food. The vet then prescribed cyclosporine which she's been on for about 5 months...it's kept her skin clear and helped clear up some problems with her mouth (lip fold pyoderma). Now though they've found protein in her urine. All other tests (UPC, albuminum, SpG etc) which indicate serious kidney problems have come back clean. So now the vet and I think maybe it's a side eeffect of the cyclosporine so we are stopping it and retesteing her urine in a month. I'm pretty sure her itching will come back though so I have to try to figure out a diet or something that will help her if she can't go back on the cyclosporine.
