Perhaps you can go talk to the lady, see if she will allow you to pet sit for her when she isnt able to keep the dog inside!! I wouldnt go steal it, thats illegal not to mention how you would feel if someone stole yours. Maybe you could let her know how you feel about it being outside and can help her take better care of her dog. Maybe you can give her more information on a Yorkie's needs and care. Only after amicable communication that fails would I even suggest more drastic measures. Communication is the key to helping the yorkie and its owner.
