Gracie was having the same issue until I stopped using the rubber bands and started using a baby scrunchi. I just wrap it 3 or 4 times so it is snug, but it does not pull on the hair and it does not itch. Another option is the tiny scuncii clips or the metal clips sold at Go Fetch.
