Animal Smiley 036 Why does he bite at my heels!!!

Hi I am new to this site and also a first-time puppy owner. I have a little 17 week old yorkie named Tobey. He is the best little man ever!! I love him to death. I was VERY worried about behavior problems later in life so ever since I got him at 7 weeks I have been very diligent about training and discipline. I have been suprised with how smart he is. I feel like I have done a good job establishing that I am the pack leader with him and my ONLY complaint is that when he really wants attention and I am not giving him any at the moment, he growls and bites at my heels as i am walking through the house. I have consistently tried saying no or uh,ah firmly and then turning back around to ignore him but it doesn't seem to be working. With everything else, he is really receptive to me telling him no. Any advice on how to stop this because it's really annoying and sometimes hurts! Is it aggressive or just playbul biting? how do you tell? he also growls and barks when playing which we are trying to stop him from doing.
