The owner of sire and dam of the puppy your friend is interested in would be the only one able to AKC register sire and dam and the breeder would have to AKC register the litter.
If the grandparents to these puppies are AKC registered, the owner of the sire and dam to the puppies may be unwilling to admit to any AKC registration of sire and dam because they may have been sold to her on limited registration meaning they were not to be used for breeding. If that is the case any offspring will not be registrable with AKC and that sire and dam were not to be used for breeding.
I have no idea why else the owner of sire and dam would not register them with AKC as the cost is minimal and so is the cost of litter registration.
