I agree.... our toy poodle had this and I learned how to pop his joint back into place whenever it did that. He never cried in pain but he would start hopping with his leg up and I knew that's what the problem was. He never had surgery because it only became pronounced when he got overweight (from living next to my grandparents and them over-feeding him during the day). Once we moved away and got him on a diet, he lost the weight and then only very rarely had those episodes. Good luck at the vet.
