Some big dog owners probably get offended because they think that us w/ little dogs are assuming the big dogs are mean. If I don't know the dog and the dog is real close, I pick Rocky up, if were on the other side of the street though then I just keep walking with him.
It's always better to be safe than sorry, and I'd rather offend someone then take a chance of Rocky getting hurt, or like some others have already posted, our little ones sometimes think that their bigger, and I don't want him to start going after a dog of any size!
